Data Analysts Urge for Audit and Investigation of 2024 Pennsylvania Election Results
The Election Truth Alliance (ETA) is petitioning Pennsylvania officials to conduct a hand audit of paper voting records from the 2024 U.S. General election due to their analysis that has identified patterns consistent with vote manipulation in Election Day results.
April 11, 2025 - The Election Truth Alliance (ETA) is petitioning Pennsylvania state and local officials to conduct a hand audit of paper voting records from the 2024 U.S. General election. The non-partisan, non-profit organization recently conducted an independent analysis of election results from three Pennsylvania counties: Philadelphia County, Allegheny County (which contains Pittsburgh), and Erie County. Applying multiple analytical methods, the ETA has identified patterns consistent with vote manipulation in Election Day results. Similar trends are not clearly present in Mail-In voting data.
Pennsylvania experienced voting system malfunctions across at least 20 counties on Election Day, with errors reported that were specific to ballot scanner/vote tabulator machines failing to scan ballots. Additionally, more than 30 bomb threats were sent to Pennsylvania election centers on Election Day via email accounts linked to Russian email domains. These disruptions resulted in deviations from normal voting procedures.
The ETA has delivered an independent analysis report identifying patterns consistent with vote manipulation - tampering with cast votes in a manner that adds, removes, or switches votes - in the 2024 Pennsylvania election results, including:
"Our findings in Pennsylvania are similar to what we saw in machine-level data from Clark County, Nevada," says Nathan Taylor, ETA Executive Director of Advocacy and Public Engagement. "In Clark County, we found that machines that processed a higher number of ballots showed a visible skew in favor of the Republican candidate. We have precinct-level data in Pennsylvania, so we see the shift by precinct."
In 2024, Candidate Trump ultimately won Pennsylvania's 19 Electoral Votes by a narrow margin, only 187,382 votes. The ETA's findings indicate that potential vote manipulation could have altered the outcome of the election in the state.

We are writing to notify you that our organization has undertaken an independent analysis of publicly-available Pennsylvania election results.
Our analysis indicates patterns consistent with vote manipulation, specifically Election Day result data for the presidential race.
Because of this, we are urging your office, along with the Pennsylvania Secretary of State and the Pennsylvania Attorney General, to complete comprehensive hand audits of paper ballot records associated with the 2024 presidential race.
The Election Truth Alliance (ETA) is a non-profit, nonpartisan, volunteer-led organization dedicated to supporting unbiased election analysis and informed discussions surrounding results. The ETA prioritizes the constitutional voting rights of citizens and seeks to equip them with vital information about the security, integrity, and legitimacy of their votes. We are data-driven and deeply committed to the principle that every eligible voter has the right to cast their vote and have their vote be counted accurately.
Over the past few months, our organization has investigated the 2024 Presidential Election results as data became available. Our analysis has targeted swing states, beginning with a full data package detailing potential non-human patterns in Clark County, Nevada Early Voting results that showed an abnormal spike in one candidate’s votes when reported by tabulation machines that processed higher volumes of ballots.
Candidly, the ETA had not intended to sequence our analysis of Pennsylvania this early in our examination of swing states. However, comments made by then-President Elect Trump at a pre-inauguration rally in Washington, D.C. on January 19, 2024 – specifically, in reference to Elon Musk’s familiarity with “vote-counting computers” and “winning Pennsylvania by a landslide” – prompted us to shift our focus to Pennsylvania election result data, including data related to specific vote types (Mail-In, Provisional, Election Day) as published at the county level.
The patterns seen in Pennsylvania are similar to those seen in referendums and elections in other countries where election interference is suspected, such as in Russia in 2011-2012. These patterns are not found in Mail-In or Provisional election results data. As you are aware, Mail-In and Provisional ballots in Pennsylvania are canvassed, assessed, and counted by hand. Ballots cast on Election Day are the only votes that are tallied almost entirely by machine tabulators.
Voting system vulnerabilities are well-known among cybersecurity and election security experts. According to previous independent academic studies, malicious software running on a single voting machine can manipulate votes with little risk of detection. Anyone who has physical access to a voting machine can install malicious software using a simple method that takes as little as one minute.
Our research team recognizes that Pennsylvania experienced unusually high volumes of voting system malfunctions on Election Day 2024, with machine error reports from at least 20 of 67 counties. Many of these error reports concern vote counting tabulators, which failed to scan ballots. We are also aware that at least 32 bomb threats were called in to Pennsylvania polling places, causing disruptions; these interruptions to the election process could have provided malicious actors an opportunity to gain access to e-Poll books, ballot scanners/tabulators, or other electronic election infrastructure.
In Clark County, Nevada, the ETA identified evidence consistent with vote manipulation in our analysis of the Early Voting data. As Pennsylvania's “early voting” process varies from other states, relying on an “on-demand mail-in” model rather than in-person Early Voting, the opportunity for votes to be manipulated was limited. Thus, the presence and intensity of reported machine failures and bomb threats that occurred on Election Day are particularly disturbing.
We have attached a web version of our data package focused on analysis of Philadelphia, Allegheny, and Erie counties for you and your team to review our findings in more detail. We have observed two trends previously identified in international academic works as potential indicators of fraudulent elections: 1) notable differences between votes cast at the “top of the ticket” and down-ballot candidates, only significantly present in Election Day data; and 2) an anomalous correlation between high levels of voter turnout and a spike in favorable results for one candidate or party, also only present in Election Day data.
As the governor of Pennsylvania, we understand that you have a deep commitment to supporting the constitutional rights of your citizens. We would like to bolster your resolve by urging you to take clear, decisive action by completing a hand audit of paper voting records to verify the results of the last election.
Therefore, the ETA is formally requesting that a hand audit of the 2024 U.S. Presidential election results be conducted in the state of Pennsylvania, particularly for Election Day results for which hand tabulation has not been undertaken.
This will not only assure that the citizens of Pennsylvania were not disenfranchised of their constitutional right to have their votes accurately counted in a free and fair election, but it will provide citizens with confidence in the integrity of future elections.
Please be advised that our organization will be posting this letter publicly in the coming days to ensure that Pennsylvanians are made aware of the results of our analysis, these atypical results, and our formal request to your office.
Governor Shapiro, every eligible voter has the constitutional right to vote and to have their vote be counted accurately. The consequences of undetected vote manipulation — and the impacts it would have on our democracy — are too crucial to rely entirely on such vulnerable technology. This is not election denial; this is election integrity. The potential harm that could come from leaving an election unverified is far greater than the work it takes to conduct a comprehensive audit and verify the results.
Our organization is able and willing to support hand audits of election results and cost-sharing measures as needed.

As part of our ongoing investigation into the 2024 Presidential Election results, we have focused on swing states, beginning with a comprehensive data analysis of Clark and Washoe Counties in Nevada. In Clark County, early voting results reported by tabulation machines processing high volumes of ballots exhibited a statistically anomalous spike in one candidate’s votes.
Our analysis of post-election data has revealed patterns consistent with vote manipulation. As you are no doubt aware from past expert testimony to Congress from leading national experts in election security, cybersecurity vulnerabilities are endemic throughout the U.S. election system. Despite improvements to voting security in recent years, many vulnerabilities persist. Even with the best efforts of state and local officials, the security and integrity of voting systems remain at risk.
Similar anomalies detected in Clark and Washoe Counties have also been observed in certain counties in Pennsylvania. Moreover, these patterns closely resemble those identified in past elections and referendums in countries where election fraud and vote manipulation are suspected—such as Russia’s 2011–2012 elections.
Our organization has been in contact with election officials across multiple states to raise awareness of these concerns. Additionally, we are in the process of seeking comprehensive hand audits of paper ballot records associated with the 2024 Presidential race.
Given these findings, we strongly urge you to be vigilant in overseeing the upcoming Wisconsin Supreme Court election and to prepare for a full hand recount of all individual paper ballots—regardless of the election outcome. Ensuring heightened election security and transparency is particularly critical at this time, as key federal Cybersecurity and Infrastructure Security Agency (CISA) employees who have historically supported election security at the state and local levels are currently on administrative leave.
A full hand recount of all paper ballots will help safeguard the constitutional right of Wisconsin voters to have their ballots accurately counted in a free and fair election. Additionally, such a measure would reinforce public confidence in the integrity of election results. The potential harm of leaving an election unverified far outweighs the effort required to conduct a full hand recount.
If the cost of a recount presents a barrier due to taxpayer funding constraints, our organization is willing to discuss a potential cost-sharing agreement.
Furthermore, we have additional Wisconsin-specific analysis that we will be providing on demand, which mirrors concerns identified in Nevada and Pennsylvania. We are particularly concerned about a potential compromise of the two most commonly used vote tabulation machine brands, which are also widely deployed across Wisconsin. Our concern also includes the potential creation of artificial votes if active voter information is accessed—similar to voter registration schemes observed leading up to the 2024 election, which we now see targeting Wisconsin.
Additionally, our review of Wisconsin’s 2024 election audit has raised concerns that the audits may not be sufficient to detect sophisticated vote manipulation. If such manipulation occurred, it would likely have been concentrated in high-turnout areas, making it difficult to detect with a low-percentage audit. To identify potentially deleted or altered votes, it would be necessary to conduct a 100% hand count of ballots in high-density precincts/wards.
Please be advised that our organization will be publicly posting this letter at 1:00 PM Central Daylight Time on March 31, 2025, to ensure that Wisconsin voters are informed of our concerns regarding potential vote manipulation in the upcoming election.
Our organization is committed to ensuring election integrity for both candidates and all Wisconsin voters. Elections should be free, fair, and unmanipulated, with the rightful candidate declared the winner. Once again, we strongly urge you to prepare for a full hand recount of all paper ballots—regardless of the election outcome.

"Vote-Counting Computers": Data Analysts Recommend Investigation into 2024 Pennsylvania Election Results
On January 19, President-Elect Donald Trump made remarks on Elon Musk’s familiarity with “vote-counting computers” relative to “winning Pennsylvania."
PA, UNITED STATES, February 11, 2025 -- The Election Truth Alliance (ETA) is advocating for increased transparency around the 2024 U.S. Presidential election results in the state of Pennsylvania after remarks at a pre-inauguration rally on January 19, 2025. At the rally, President-Elect Donald Trump commented on Elon Musk’s familiarity with “vote-counting computers” in relation to “winning Pennsylvania like in a landslide.”
“The specific reference to ‘vote-counting computers’ in this context is concerning,” says Nathan Taylor, ETA Executive Director of Advocacy and Public Engagement. “Vote tabulators are essentially ballot-counting machines and are a critical part of America’s election infrastructure. Some are built-in, and others are stand-alone systems. Tabulators can scan and interpret ballots, store ballot images, and add vote totals. If tabulators have been compromised, we have a huge problem with the integrity of our elections.”
Pennsylvania experienced a high volume of voting system malfunctions on Election Day, with machine error reports from at least 20 of 67 counties later made public. Many of these error reports concern ballot scanner/vote tabulator machines failing to scan ballots. A majority of the error reports concern either Election Systems & Software (ES&S) or Dominion Voting Systems, both of which were the target of massive, multi-state election security breaches between 2020 and 2024.
Voting system vulnerabilities are well-known among cybersecurity and election security experts. According to previous independent academic studies, malicious software running on a single voting machine can manipulate votes with little risk of detection. Anyone who has physical access to a voting machine, or to a memory card that will later be inserted into a machine, can install said malicious software using a simple method that takes as little as one minute.
Moreover, ETA data analysis has documented significant “drop-off vote” irregularities in Pennsylvania in 2024. “Drop-off votes” are the difference between votes for the Presidential race and the next down-ballot race (for Pennsylvania in 2024, the Senate). In 47 out of 67 counties, Candidate Harris received fewer votes than Senator Bob Casey, Jr. This is atypical of recent Pennsylvania voting patterns and warrants further investigation.
In the 20 counties that reported machine errors, at least 17 of those same counties also demonstrated this atypical drop-off trend in their county election results.
Additionally, ETA analysts have identified a lack of alignment between the registered Democratic voter base in certain counties relative to the recorded votes for Candidate Harris. For example, results in Fayette County show that Candidate Harris received 39% fewer votes than the county’s registered Democratic voter base while Candidate Trump’s results surged to 6% more votes than registered Republicans in the county. While the Washington Township Judge of Elections sought a hand recount in Fayette County, the effort was halted by an emergency court petition on November 5, 2024.
Bomb threats were also called in to over 30 of Pennsylvania's 67 counties on Election Day. The bomb threats targeted polling places, election officials, and other government buildings. While none of these threats were substantiated, evacuations and other precautionary measures caused delays to voting and ballot-counting in some counties.
